Importance of SIM Registration Act
The Philippine government implemented a SIM card law called the SIM Registration Act, officially designated as Republic Act No. 11934, which mandates the registration of all SIM cards, including TM, Globe, Dito, Smart, TNT, GOMO, and SUN SIM cards, for both prepaid and postpaid users. Failure to register will result in the deactivation of the SIM cards. The law was published on September 13, 2022, and signed on October 10, 2022, to combat cybercriminal activities in the Philippines.
Benefits of Registration Act
- You will be protected from online scammers, theft, phishing, and fraud.
- The government will take action against hate speech and trolling.
- Issues related to misinformation and misguidance will be addressed.
Impact of Law on Subscribers
By April 23, 2023, a few days before the SIM Registration Act was fully implemented, the total number of registered SIM card subscribers in the Philippines was approximately 82.8 million (49.31% of total active mobile subscribers). Due to the low percentage of registered users, the deadline was extended.
After the 90-day extension and an additional 5-day grace period for registration, the National Telecommunications Commission (NTC) reported that 113,969,014 SIM cards (or 67.83% of the 168,016,400 SIM cards in circulation) had been registered. A total of 54,047,386 unregistered SIM cards were deactivated.
Here’s the complete list of total subscribers before and after the SIM registration deadline, along with the number of deactivated subscribers:
SIM Card Company | Total Subscribers (Before Deadline) | Registered Subscribers (After Deadline) | Deactivated Subscribers |
Globe and TM SIM | 86,746,672 | 53,727,298 | 33,019,374 |
Smart SIM | 66,304,761 | 52,500,870 | 13,803,891 |
Dito SIM | 14,964,967 | 7,740,346 | 7,224,621 |
Penalties of SIM Law
- PTEs who fail or refuse to register their SIM cards without a valid reason may be fined between ₱100,000 and ₱1 million.
- In case of a breach of confidentiality, users may be fined between ₱500,000 and ₱4 million.
